Jack Deth (Tim Thomerson) is a trooper in the year 2247. He has been stopping the followers of Martin Whistler (Michael Stefani), a criminal who uses his psychic powers to force people to carry out his every desire. Before he can be caught, Whistler escapes back in time to the year 1985. With the help of Leena (Helen Hunt), a punk rock girl, Deth must stop Whistler before he can 'trance' people and take over the city.
