Tokyo: the de facto city
Under Japanese law, Tokyo is designated as a "metropolis" ( -to) rather than a city, and its administrative structure is similar to that of Japan's other prefectures ( -ken). It consists of 23 special wards ( -ku) which once comprised the city of Tokyo but are now self-governing municipalities, as well as 26 cities ( -shi), 5 towns ( -ch? or machi), and 8 villages ( -son or mura), each of which has a local government. The Tokyo Metropolitan Government is headed by a publicly-elected governor and metropolitan assembly, located in the ward of Shinjuku.
