The powers that be

The powers that be is a quotation from the Bible (King James Version) that has become proverbial, with the meaning the established political powers. It occurs in Romans 13:1. 'Let every soul be subject unto the higher powers. For there is no power but of God: The powers that be are ordained of God.'
