the province of the same name. It has a population of 28194 at the 1996 padrón municipal and 30282 at the 1991 census. It's low population and the constant decline of people has made of Teruel an ignored city. There's no highways to go there and Spanish Government isn't founding any important infrastructure there. Their habitants maintain the catch phrase of "Teruel Existe" (Teruel Exists) to make the government know that they are ignored when assigning funds to the city and the province.
