Superbia

Superbia is a city-state in DC Comics continuity. It floats above the radioactive ruins of Montevideo, Uruguay, which was destroyed by a villain called Vandal Savage. It is the home of the International Ultramarines Corps, a collection of 'Authority-esque' superheroes who were started by the United States military before striking out on their own. Superbia is similar to S.H.I.E.L.D. of Marvel Comics version of the Flying Fortress.
