The plot centers on five Vermont state troopers who have a knack for pranks (but little ability as police officers) attempting to solve a murder and bust a drug-smuggling ring, and avoid being eliminated by the next state budget cut. The troopers spend most of their time playing up and having fun and concentrate little on doing their job properly.
