Sleeper cell

A sleeper cell is a small group of people that belongs to a large organization, usually a terrorist group. The cell "sleeps" (lies dormant) inside a population until it receives orders to act.

Typically sleeper cells consist of a group of three to twelve people that legally entered a country and set up fronts to cover their connection to the organization. Once inside country where they are to form their cell they get jobs and set up safe houses while caching weapons and ammo for when they receive orders.
