The movie centres around Rusty James (Dillon), the leader of a small gang in an industrial town (which, although never named, is Tulsa, Oklahoma). Rusty's brother, The Motorcycle Boy (Rourke), re-appears on the scene when Rusty gets involved in a gang fight, breaking the treaty that he had established before disappearing two months earlier. The ensuing events cause Rusty's world to fall apart, but by the end of the film by following Motorcycle Boy's example he is able to escape the role that he has been forced to play.

The movie is notable for its avante-garde style, shot on stark black-and-white film with allusions to European cinema. This goes against Coppola's previous Hinton adaptation The Outsiders which is shot in a style reminiscant of 50's and 60's youth films. The film has similarities to Larry Clark's photo-book Tulsa.
