Resident Commissioner of Puerto Rico
The Resident Commissioner of Puerto Rico is a nonvoting representative of the United States House of Representatives elected by Puerto Ricans every four years. The Commissioner is allowed to serve on U.S. Congressional committees, and functions in every respect as a Representative except for being allowed a vote on the final disposal of legislation (a "floor vote").
