Red Teams or Red Cells are U.S. government parlance for teams or units designed to test the effectiveness of U.S. tactics or personnel. "Red Cell" is purported to be a U.S. Navy SEAL team which has been organized to attempt to infiltrate and otherwise test the security of U.S. military bases and other installations sensitive to U.S. security interests.

Red cell was shutdown in 1991. There are many reasons that Red Cell was shutdown. Some are listed below:

- The move to shutdown Red Cell was spearheaded by a lawsuit initiated by a base worker who claimed to have been abused by Red Cell's overzealous operators
- Admiral Lyons, a staunch proponent of Red Cell, was promoted out of his job in Washington to become Commander-in-Chief of the Pacific Fleet (CINCPACFLT). While this was indeed a promotion for Admiral Lyons, Richard Marcinko, and as a result, Red Cell, lost their main defender in the Pentagon (Admiral Lyons often handled phone calls concerning the behavior of Red Cell as well as Marcinko).
Despite that, many people believe Red Cell is still active; if so, their primary usage would likely be similar to that of SEAL Team SIX and Delta Force.
