Progressors
Progressors in sci-fi literature are people (or other sentient beings) of an advanced space-faring civilization who "progress" less technologically advanced civilizations and races, i.e. helping them to achieve a higher technological level and, thus, a higher standart of life.

The term progressors was invented by Boris and Arkady Strugatsky for their Noon Universe, but later it was also used by Sergey Lukyanenko in the duology "The Stars Are Cold Toys", although with a somewhat different meaning.

A similar concept was invented by Iain M. Banks for his The Culture novels (1987 - 2000), but he named it "Special Circumstances organization".
