Plo Koon is a Jedi Master and member of the Jedi Council during the Battle of Naboo and the Clone Wars. Koon was the last Padawan learner of the Wookiee Jedi Master and Jedi Council member Tyvokka. In the aftermath of the Stark Hyperspace War, in which Master Tyvokka was mortally wounded, Plo Koon was invited to serve on the Council in place of his former master.

Plo Koon tends to be unusually quiet, as he never speaks in any of the three movies he appears in. Although, he speaks up in Cloak of Deception and sides with his close friend Qui-Gon Jinn, who has fought along side him during the Stark Hyperspace War, and people finally hear his voice in the LucasArts game called '. During this conflict, the natural leader Plo Koon raises the Galactic Republic flag, inspiring his fellow Jedi to victory. He has a niece named Sha Koon who fights in the war, as well. Plo is also a close friend of fellow Council member, Micah Giett. After Giett is killed by Yinchori warriors, Koon takes over the training of his padawan, Bultar Swan.

During the Battle of Coruscant, Plo Koon leads a clone trooper squadron against Separatist forces in space along with Itotchi Jedi Master and fellow Council member, Saesee Tiin. In ', Plo Koon is seen flying his special blue Delta-7 Aethersprite fighter over Cato Neimodia, where he is shot down by a clone trooper pilot upon receipt and execution of Order 66.

Plo Koon was a Kel Dor from the planet Dorin. His physiology was such that he wore protective goggles and his face-concealing antiox mask whenever in oxygen-rich environments. As a Dorin, Koon naturally possessed highly developed extrasensory organs that supplement his already formidable Jedi attributes.

Koon was more martial a Jedi than most. Kel Dor natives have a reputation for seeing moral issues in black and white, with clear distinctions between right and wrong. As such, Koon often took decisive action with little contemplation. This initiative served him well during the Stark Hyperspace Wars, when he took up the Republic banner after a great Jedi Master was killed. Koon rallied the disheartened troops to an unlikely and miraculous victory.

Like all Kel Dor, Plo hails from the planet Dorin, requires an antiox mask and goggles to protect himself from the air of oxygen-rich atmospheres, has a strong sense of justice, has extrasensory organs that enhance his mental powers, and can shoot lightning from his fingertips. Plo comes from a long line of Jedi and is an adept warrior. Plo is a practitioner of Form V lightsaber combat. Also, Master Plo Koon possesses an extensive knowledge of the physical sciences. In particular, he uses his expert knowledge of physics along with the Force to alter the environment: the resourceful Jedi can create small whirlwinds as well as a dense fog over a limited area, freeze tiny rivers and lakes, and raise or lower the temperature of his surroundings enough to incapacitate an opponent. He wears talons over his fingertips, allowing him to further augment his already-prodigious Force powers.

Somewhat controversially, Plo Koon employed a force technique that he called Electric Judgement. To many Jedi, this seemed to be too close to the Force lightning employed by the Sith.
