Phillips County, Arkansas
Phillips County is a county located in the U.S. state of Arkansas. As of 2000, the population is 26,445. The county seat is Helena. Phillips County was formed on May 1, 1820 and named for Sylvanus Phillips, a member of the Arkansas Territorial Legislature and lived in the area.
