Mr. Blackwell

Mr. Blackwell or Richard Blackwell (born Richard Seltzer on August 29, 1922 in poverty in Brooklyn, New York) is a Jewish-American fashion critic, best known for his annual "ten worst-dressed female of the year" awards, which he has given every year since 1960. He also gives awards for the best dressed female of the year, but that list gets less publicity.
