In 2004, unwelcome attention focused on the city after the city council, at the behest of numerous vocal residents, turned down a proposal to build a subsidized apartment complex on unused commercial land near the city's center. The dispute was characterized by distinct racial overtones, with one Mission Viejo resident declaring at a council meeting that the complex would "change the complexion of the town"; a flyer denouncing the proposal featured a picture of a dark-skinned man with the caption, "Do you want THIS PERSON in your city?" In the ensuing weeks, Los Angeles-area newspapers ran numerous exposés on the city's history of often-blatant racial discrimination and the far-right politics of its residents. The incident also highlighted southern Orange County's lack of housing for the working class and the poor, a situation due in large part to Mission Viejo's vigorous noncompliance with state affordable housing set-aside requirements.
