In the United States, Meals on Wheels is a federally mandated program which is administered locally by county Area Agency on Aging offices. Each meal menu is selected by a nutritionist to provide at least one-third of the Recommended Dietary Allowance (RDA) of vitamins and nutrients. Most Meals on Wheels programs deliver meals warm and ready-to-eat, but more programs--especially in urban areas--are turning to frozen meals to save costs. The U.S. Meals on Wheels program began in Philadelphia, Pennsylvania in 1954, and early volunteers were dubbed platter angels. Most programs request a small donation to cover the cost of each meal.
