The movie is set in 1992, five years after Riggs (Gibson) and Murtaugh (Glover) originally meet. The pair are joined by their companion of three years ago, Leo Getz (Pesci), as well as beautiful but violent Internal Affairs Sgt. Lorna Cole (Russo). This time, the villain is an intelligent but brutal former police officer named Jack Travis (Stuart Wilson).

Starting from what seems to be a routine armored car robbery - complicated when the robbers are found to have automatic weapons loaded with armor-piercing bullets - Cole, Riggs and Murtaugh uncover a former cop's theft of LAPD seized guns and ammunition to sell to street gangs, financing his private desert housing project (which allows him to "launder" the monies received). During the investigation, Riggs finds Cole to be a kindred spirit, and they become romantically involved. The trio succeed in breaking the ring and incinerating Travis' housing development; during the blaze Jack Travis is eventually shot dead by Martin Riggs.
