James Baker Institute
James Baker III Institute for Public Policy is located at Rice University and is dedicated to bridging the gap between theory and practice in public policy.

In mid-2002 the Institute collaborated with the New York based Council on Foreign Relations to formulate the United States' aims in the 2003 invasion of Iraq and the political and economic rules for a post-war Iraq.
