Huaqiao University was established in 1960, with support from then Chinese premier and historical figure Zhou Enlai for students of overseas Chinese backgrounds to pursue further studies in their ancestral homeland. It is located in a region of China which has been the place of origin for a large proportion of overseas Chinese.

Huaqiao University is a comprehensive university who objective it to cultivate overseas Chinese youth. It is composed of 16 colleges and institutes, covering the following 7 areas: science, engineering, literature, economics, administration, law and philosophy, forming a relatively complete academic system with doctor, master, bachelor, and preparatory courses. Huawen College is subordinate to Huaqiao University, which used to be Remedial School of Jimei's overseas students (Jimei Chinese Language School), a special school to provide overseas students, foreign students with Chinese language and cultural knowledge. There are already 320,000 graduates from over 30 countries and areas. Huwen College is the base of the national Chinese education, and the only place for HSK in Fujian Province instituted by the nation?s HSK committee. There are the short-term Chinese study course, training course of the Chinese teachers, overseas students? summer/winter camp, the symposium of the Chinese culture and the preparatory course for the overseas Chinese and the youth students from Hongkong, Macao and Taiwan. It currently has more than 700 post graduates.

University President Wu Chengye said at a press conference that the move will partly meet the demand of the Macao Special Administrative Region (SAR) for high-profile people in the process of economic expansion and help Macao's college graduates further enhance their abilities.

Huaqiao University decided to confer degrees on Macao students since they have mastered basic knowledge and skills in their majors, meeting the relevant conditions set by the Ministry of Education on degree awarding, he said.

Since 1997, the university has enrolled a total of 216 post graduates from Macao, who pursued such fields as economy, enterprise management, computer science and philosophy. The university has also offered Master's degrees to a total of 30 students from Macao in 2002.
