He founded the Confraternity of the Rose Cross (CR+C), his own Rosicrucian movement, in 1996.

Stewart was removed from his position of Imperator by the Board of Directors in 1990 and sued in California Superior Court for breach of contract (Case #1-90-CV-700028, Rosicrucian Order -Vs-Stewart Et Al - also charged in that suit were Silicon Valley Bank, AMORC officers Burnam Schaa and Warren Russeff). The breach of contract in question involved accusations of improper and/or illegal behavior, including misappropriation of AMORC funds for unauthorized purposes.

Stewart countersued, claiming his removal was illegal and in violation of the organization's Bylaws (which allegedly state that the appointment of Imperator is for life). The California court denied his counterclaim and dismissed it with prejudice (meaning he cannot file such a claim again).

The lawsuit against him was settled out of court and he was never convicted of a crime. The court ruled, however, that Stewart is no longer permitted to represent himself as Imperator or any officer of AMORC.

Stewart was also sued in 1992 by Maynard Law Offices for breach of contract (Case #1-92-CV-720163, Maynard Law Offices -Vs-Stewart). The details of this case are not known.
