Frederick Lugard

Sir Frederick John Dealtry Lugard (Chinese Translated Name ??, or more rarely, ??) (January 22, 1858 - 1945), Baron Lugard of Abinger, (often referred to as Lord Lugard) was a British soldier, explorer of Africa and colonial administrator, who was Governor of Hong Kong.
