Foreign aid
Foreign aid, international aid or development assistance is when one country helps another country through some form of donation. Usually this refers to helping out a country that has a special need caused by poverty, underdevelopment, natural disasters, armed conflicts, etc.

According to the Final ODA Data for 2003 report from the Organisation for Economic Co-operation and Development (OECD):

- The G7 countries donated 49,917 million USD
- The European Union countries combined donated 37,139 million USD
- The United States donated 16,254 million USD
- Norway donated 2,042 million USD, but were the largest contributors in percentage of GNI at 0.92
