Fleur Delacour is a fictional character from the Harry Potter series of books.

Fleur is from France, though she is capable of speaking fluent English, albeit with a strong accent. She's approximately three years Harry's senior, which would place her birth in 1977. Her highly beautiful looks start off in stark contrast to her arrogant and snooty attitude; indeed, her mannerisms so infuriate some of the Weasleys that an in-joke among the younger members of the Weasley family and their friends is to refer to Fleur as 'phlegm'.

Her name comes from the French phrase fleur de la cour, meaning "flower of the court" or, according to J. K. Rowling, "noblewoman."

Fleur is actually partly non-human. Due to the heritage of her Veela grandmother, many boys are immediately awestruck when they see her, and she's able to make herself almost irresistible temporarily. Though this can play to a great advantage, it can also put her in danger of Voldemort and his Death Eaters, seeing as they have a strong prejudice against halfbreeds (people who are only part human) and halfbloods (wizards that have muggle heritage)

Fleur studied magic in Beauxbatons, though she was one of the competitors in the Triwizard Tournament in Harry Potter and the Goblet of Fire on her last year and spent most of it in Hogwarts. She often complained about Hogwarts throughout the book, particularly in relation to the food, while raving about her own school. Fleur was very outspoken against the idea of Harry becoming the fourth champion, insisting that he was too young. No other champions, including Harry, said anything at all.

Fleur has a little sister named Gabrielle Delacour who was about eight as of The Goblet of Fire. It was Fleur's job to rescue her during the second task of the Triwizard Tournament, but she failed. Harry chose to rescue Gabrielle for her (not that the girl was likely to have been in actual danger) and Fleur, badly shaken by the event, became much warmer to him and to Hogwarts in general afterwards.

Fleur came in last in the Triwizard Tournament, but as it was being so heavily manipulated by Barty Crouch Jr. and Ludo Bagman, it will probably never be known how good a champion she was. At the end of the book, she told Harry that following her graduation she would be trying to return to England to obtain a job and thereby improve her English skills. In Harry Potter and the Order of the Phoenix it is briefly mentioned that Fleur has taken employment in Gringotts Bank, and that Bill Weasley is "helping her to eemprove 'er Eeenglish'" (i.e. they are dating).

In Harry Potter and the Half-Blood Prince, she and Bill are engaged to be married, and she is staying at The Burrow. Hermione, Ginny and Mrs Weasley all dislike Fleur - Ginny nicknames her "Phlegm". Ron, however, does not dislike her because of her Veela looks. It is also revealed that her sister is raving about Harry (in an early Ginny Weasley kind of way seems to be the implication).

Mrs Weasley's dislike for her abates somewhat when she adamantly stands by Bill and insists on marrying him despite his disfiguring injuries in the Battle of Hogwarts stating that she is good-looking enough for the both of them. In fact, she takes pride in those wounds as living proof of her fiance's valour.
