Immediately after its establishment, the Flemings transferred all its constitutional competencies were to the Flemish Community. The current Flemish authorities (Flemish parliament, Flemish governement, ...) therefore represent all Flemings, including those living in the Brussels-Capital Region. Hence, the Flemish region has no government of its own, no parliament and no other institutions.
