Five-Year Plan
Five-Year Plans or Piatiletkas (?????????) were a series of nation-wide centralized exercises in rapid economic development in the Soviet Union. The plans were created by the Gosplan based on the general guidelines of the Communist Party for economic development. Fulfilling the plan became the watchword of Soviet bureaucracy. (See Overview of the Soviet economic planning process)
Other countries
The People's Republic of China has also used Five-Year Plans, and still nominally does so, though their relevance to the rapidly-developing parts of China where "Socialism with Chinese characteristics" (to all intents and purposes, market capitalism) has taken off are doubtful.

Five-year plans were also implemented in a few countries with capitalist market economies. In these countries, however, economic plans are not nearly as detailed and bear less importance than the economic plans of countries with centrally planned economies. The most prominent examples are Malaysia, India, France, and (for a short period of time) Argentina.

Malaysia has had five year developmental plans since pre-independence beginning from the 1950s although the first was actually a 6 year plan (1950-1955). Malaysia is currently in the Eight Malaysia Plan (2001-2005) which is the 11th five-year developmental plan (including the first 6-year plan). There are also mid-term reviews of the 5-year plans, the last coming out in 2003 of the Eight Malaysia Plan. Malaysia also has had two 10 year Outline Prospective Plans (OPP) introduced by the fourth Prime Minister Dr. Mahathir bin Mohammad, currently in the second confusingly called OPP3 (2001-2010). http://www.epu.jpm.my/New%20Folder/economic%20mgt/devplan_brief%20history.htm

In India, first Prime Minister Jawaharlal Nehru implemented similar principles right from independence. India has an extensive network setup to formulate five-year plans (Panch-Varsh Pranalika in Hindi) under the supervision of the Planning Commission. India is currently in its 10th five-year plan (2002-2007).
