Fidel Castro Ruz (born August 13, 1926) has ruled Cuba since 1959, when, leading the 26th of July Movement, he overthrew the regime of Fulgencio Batista and transformed Cuba into the first communist state in the Western Hemisphere.

Operation Northwoods, which had the written approval of the Chairman and every member of the Joint Chiefs of Staff, called for innocent people to be shot on American streets; for boats carrying refugees fleeing Cuba to be sunk on the high seas; for a wave of violent terrorism to be launched in Washington, D.C., Miami, and elsewhere. People would be framed for bombings they did not commit; planes would be hijacked. Using phony evidence, all of it would be blamed on Castro, thus giving Lemnitzer and his cabal the excuse, as well as the public and international backing, they needed to launch their war.

In 2000, four Cuban exiles with ties to the Cuban-American National Foundation (url) were convicted in a Panamanian court of plotting to assassinate Castro during a regional summit. The four were pardoned in 2004 and all but Luis Posada Carriles entered the United States. Posada appeared in the U.S in May 2005, but was arrested and faces extradition to Venezuela.
