The term fall guy is literally used to mean a person who is a scapegoat, or someone at the butt of jokes. The word's origin dates back to the early 1900's, during the Harding administration.

Reportedly named for Albert Bacon Fall (November 26, 1861 - November 30, 1944) Senator from New Mexico and the Secretary of the Interior under President Warren G. Harding, notorious for his involvement in the Teapot Dome scandal.

Scapegoat: The scapegoat was a goat that was driven off into the wilderness as part of the ceremonies of Yom Kippur, the Day of Atonement, in Judaism during the times of the Temple in Jerusalem. The rite is described in Leviticus 16. The word also refers, in modern parlance, to one who is blamed for misfortune...

Joke: A joke is a short story or short series of words spoken or communicated with the intent of being laughed at or found humorous by the listener or reader. A practical joke differs in that the humour is not verbal, but mainly visual (e.g. putting a custard pie in somebody's face)....
