According to the cemetery Web site, the cemetery was originally two seperate cemeteries, adjacent to each other. One was called the Bloomington Cemetery, founded in 1850 by the Bloomington Cemetery Association; the other called Evergreen Cemetery, founded in 1860. The Bloomington Cemetery was funded by city tax dollars, while Evergreen was privately funded and maintained.

Over the years, Evergreen was exposed to vandalism and deterioration, which lead to community action in the 1950's and 1960's forcing the adoption of Evergreen by the city (of Bloomington) in 1963. At this point, the two cemeteries merged creating Evergreen Memorial Cemetery. At the present time, the grounds which include a Civil War burial section are well-maintained by the hard working staff and community members.
