The division was created in 1949 and is named for Justice H.B. Higgins, federal MP and judge of the High Court of Australia. It is located in the eastern suburbs of Melbourne, including Ashburton, Malvern, Prahran, Toorak, and has always been a safe seat for the Liberal Party. Its first two members, Harold Holt and John Gorton, were Liberal Prime Ministers. Its current member, Peter Costello, is Deputy Leader of the Liberal Party. Higgins is the only Division to have been held by two Prime Ministers.
