Louis Burke(Van Damme) is a Royal Canadian Mountie or policeman who goes into the Harrison State Prison in California undercover as a convict in order to investigate the deaths of 9 prisoners. Burke lost his partner while tracking down the man who is known as "The Sandman"(Klipatrick) and that's why he wants to avenge his partner's death. While in jail Lois uses his martial arts skills to stay alive and make himself respected by the convicts inside. He also gets some help from a few friends he develops while inside the jail. This leads him to finding and eventually killing the Sandman.
