Constitutional right
A constitutional right is a right granted by a country's constitution (usually on the federal level), and cannot be legally denied by lower (local/municipal) governments.

A popularly known example is voting in the United States. The U.S. Constitution states that all persons 18 or older may vote; thus, no local government may deny the right.

However, not all federal rights are constitutional rights. For example, the federal law allows the use of consumer fireworks, but since the use of such fireworks is not a constitutional right, local governments may prohibit them.
