In 2004 the Victorian Electoral Commission (VEC), the Victorian office of the Australian Electoral Commission, conducted a review of the local electorate. The result of this review was the change of election method from preferential voting of ten single member wards to proportional representation in three multi-member wards. This change occurred in time for the November 27, 2004 election. In this election the stranglehold the ALP had over Council was finally broken to include Independents and Green representatives.
