Circular 10/65, also known as the Crosland Circular, was a document issued by the Ministry of Education requesting local authorities in England and Wales to begin converting their secondary schools to the Comprehensive System.

Circular 10/65 was the brainchild of recently appointed Education Secretary Anthony Crosland. It reflected the belief of the new Labour government that the existing Tripartite System of education was flawed, and had to be replaced. It was judged that comprehensive schools, which had been on the rise over the previous sixteen years, would prove more equitable.
