In the closing days of the Dominion War, the Dominion Founders ordered a "Scorched Earth" policy against the Cardassians and their homeworld for their betrayal. Cardassia Prime was severely damaged in the Jem'Hadar assault on the world. The planet was in much worse shape than Bajor was at the end of the Cardassian occupation.
