Santiago de Cali, the city's complete name, is the capital of the Valle del Cauca department in Colombia. It is the second largest city in the country, with an estimated population (as of 2003) of 2.3 million and a metropolitan area population of 4.3 million.

Cali is located between the western and center ranges of the valley of the Cauca River. The weather is warm, sometimes extremely hot. It is humid at day and fresh at night, and it is very windy as a consequence of the surrounding hills. The average temperature is 26.8°C, (82°F) throughout the year; there are no seasonal changes due to its proximity to the Equator.
