They tend to be non-controversial and universal. ~ ~ ~ ~ ~ ~ ~ ~ ~ ~ Buzzwords differ from jargon in that they have the function of impressing or of obscuring meaning, while jargon (ideally) has a well-defined technical meaning, if only to specialists.
