The name is usually used to imply a interim or transitory nature, or avoid attempting a claim to being "the highest law", usually for religious reasons, although in the Special Administrative Regions of Hong Kong and Macau, running under one country, two systems, the term constitution could be confused with the Constitution of the People's Republic of China, so "Basic Law" is used for purely practical reasons.
